A development plan often begins with a familiar list: courses to attend, skills to practice, books to read, and milestones to complete. Those activities can be useful, but they do not answer the question that matters most:
What is this person preparing to decide and own?
A stronger development plan starts with the next important decision an employee should be able to handle independently. The decision might involve prioritizing competing work, responding to a customer issue, choosing between two reasonable approaches, or recognizing when a situation requires escalation. The exact decision will vary by role. What matters is that development is connected to responsibility, not merely activity.
In my own work, I have personalized development plans around the next important decision each employee needed to learn to own independently. That changed the design of the plan. Instead of assigning the same learning experience to everyone, I arranged real work that included the relevant decision. The employee could then practice not only the technical or interpersonal skill involved, but also the judgment required to use it.
This distinction is important. Someone may complete a course about communication without becoming ready to decide how to communicate a difficult change. Someone may study project planning without becoming ready to choose which trade-off the project should accept. Learning can create options, but ownership requires a setting in which the person must make a reasoned choice.
The plan also needs an explicit boundary between independent decisions and escalation decisions. Without that boundary, “empowerment” can become ambiguous. An employee may hesitate over a decision they are ready to make, or act alone in a situation where additional context or authority is necessary.
A practical development plan can therefore state three things clearly:
- Which decision the employee is preparing to own.
- What information or constraints they should consider.
- Which conditions require them to escalate.
These boundaries are not meant to remove judgment. They make judgment safer to practice. The employee has room to decide, while the organization has a shared understanding of where another perspective is required.
The manager’s role is not to provide an answer at every step. It is to observe how the employee approaches the decision. What assumptions do they make? Which evidence do they seek? Do they recognize the trade-offs? Can they explain why they chose one path over another? Do they know when the situation has crossed an escalation boundary?
This also changes the development conversation. Instead of asking whether someone attended the assigned training, the conversation can ask whether they are prepared to carry the decision. The discussion becomes less about completion and more about readiness.
That shift is subtle but consequential. A course is an input. A decision someone can responsibly own is a capability.
It also makes development more personal. Two employees with the same job title may be preparing for different decisions. One may need to become comfortable setting priorities. Another may need to handle a difficult stakeholder conversation. A third may need to decide when a problem is sufficiently understood to move forward. Treating them identically may be administratively convenient, but it can miss the responsibility each person is actually approaching.
There is an honest limitation to this approach: connecting development to decision ownership does not guarantee a particular business outcome. It does not prove that every decision will be correct, nor does it replace role-specific expertise, manager judgment, or organizational safeguards. It is a way to make development more concrete and observable, not a promise of a measurable result.
The most useful development plan may therefore be the one that names a decision before it names a course. Ask what the employee should soon be ready to own. Create real work in which that decision can be practiced. Define what can be decided independently and what must be escalated. Then observe the reasoning, not just the attendance record.
Development becomes meaningful when learning has somewhere responsible to go.
